Honestly, the funniest thing about the Kingdom Hearts Agecourse is the implication that all these people sincerely believe Axel is an adult.

Axel makes them think of what the young adults in their life were and that's why he gets to be an adult and the brats don't.

Well Google suggests his age is roughly somewhere between 18 and 25, which would make him an adult but I think he's on the younger side, still a teenager. If they're pairing him with Roxas, I think they're close enough in age for it to not be a problem. I can't think who else you would pair him with, at least nobody younger than Roxas.
